Three ways public fishing data can mislead a weekend plan.
Public records become useful only after their evidence role, precision, location, and limits are kept intact. These worked notes show how FINVECTOR handles common failure modes instead of turning incomplete data into a confident catch forecast.

WORKED EVIDENCE CASES
The same map point can support several very different claims.
Each case separates what the source actually establishes from what a trip planner may infer and what the angler must still verify.
Case 1 — A week is not a day
What the evidence says: A state agency may publish a stocking schedule for a named water and identify only a week, month, or season. That is useful evidence, but it is less precise than a completed event with an exact date.
Common failure: A weak system converts “week of April 13” into April 13 and then calculates freshness to the day. That fabricated precision can make the water appear more recent than the source proves.
FINVECTOR treatment: FINVECTOR stores the precision separately from the date value. A week-level record remains week-level. The freshness layer can use a bounded interval, and the interface should show the agency wording and source link rather than a made-up event time.
Before departure: Open the agency record, confirm whether the event is planned or completed, and check for postponements, cancellations, closures, or a later update before traveling.
Case 2 — The nearest gauge may describe a different reach
What the evidence says: USGS observations can provide valuable flow or water-level context. Rivers split, join, cross dams, and change character, so geographic distance alone does not establish that a gauge describes the target fishing reach.
Common failure: A weak system selects the nearest coordinate, treats it as the target water, and converts one observation into a universal “good” or “bad” condition.
FINVECTOR treatment: FINVECTOR treats gauge context as supporting evidence. Hydrologic-network matching, reach identity, observation time, parameter type, and station status matter. If those links are weak, the result remains nearby context rather than a site-specific measurement.
Before departure: Check the station name, map position, timestamp, parameter, trend, and official alerts. Do not use a general planning layer for wading, boating, flood, or dam-release safety decisions.
Case 3 — Missing access data means unknown
What the evidence says: A map can show roads, public-land context, parking or access features, and agency-managed areas. Those layers can be incomplete, outdated, generalized, or silent about seasonal restrictions.
Common failure: A weak system interprets no access record as “private” or, in the opposite direction, assumes that a visible road proves lawful public entry.
FINVECTOR treatment: FINVECTOR keeps missing access evidence neutral. Access confidence can raise or lower a research priority, but it cannot create a legal right to cross land, park, launch, camp, or fish.
Before departure: Confirm ownership, easements, posted signs, opening hours, permits, launch rules, fire restrictions, seasonal gates, and fishing regulations with the responsible land or wildlife agency.
EVIDENCE LABELS
Five labels prevent one score from hiding the source.
Reported event: An agency says a stocking event occurred or is scheduled, with the published timing precision preserved.
Stocked-water inventory: A water is listed as part of a program; this alone is not a recent event.
Observed condition: A measurement from a named station at a stated time and parameter.
Derived context: A calculation or spatial match made from public data, with matching limits disclosed.
Editorial ranking: A decision-support order that combines available evidence; it is not a measured fact.
When optional layers are missing, FINVECTOR reweights only the available evidence and exposes the coverage gap. It does not silently award zero points as though missing data proved a poor trip.

Use the USGS Water Data station page for the observation details and the National Weather Service for current forecasts, watches, warnings, and local forecast discussion.
Stocking and regulations
Follow the source link to the state fish-and-wildlife agency, then verify the current regulation booklet, season, license, special water rule, closure, and access notice for the exact destination.
EDITORIAL BOUNDARY
A shortlist is the start of research, not the end of judgment.
FINVECTOR can organize attributable public evidence and highlight conflicts. It cannot observe fish survival, angling pressure, water clarity at every reach, private signs, temporary gates, emergency releases, or a regulation change that has not reached the source feed.
Never use the ranking for navigation, wading, boating, flood, wildfire, ice, or severe-weather safety. When the map and the responsible agency disagree, follow the responsible agency.
